1. Introduction
Opulence Education Group ("OEG," "we," "us") operates the OEG Enrollment Portal at oegenrollment.com on behalf of Granville College, Avalon Community College, and Vancouver College of Counsellor Training (VCCT). This Privacy Policy explains how we collect, use, disclose, and protect personal information in compliance with the Personal Information Protection and Electronic Documents Act (PIPEDA) and British Columbia's Personal Information Protection Act (PIPA).
2. Information We Collect
We collect the following categories of personal information through the enrollment portal:
- Identity Information: Full name, date of birth, government-issued identification
- Contact Information: Email address, phone number, mailing address
- Immigration/Residency Status: Citizenship status, permanent residency, protected person status, international student status
- Education History: Highest education level, school name, transcripts
- Employment Information: Employment status and type
- Financial Information: Funding source (BC StudentAid, self-funded, employer, WorkSafeBC)
- Enrollment Records: Program of interest, campus, delivery mode, start date, class schedule
- Electronic Signatures: Drawn signatures for enrollment consent
- Interview Recordings: Audio/video recordings of admission interviews
- Technical Data: IP address, browser type, login timestamps
3. Purpose of Collection
Personal information is collected and used for the following purposes:
- Processing and managing student enrollment applications
- Verifying identity and eligibility for admission
- Assessing financial aid eligibility and funding arrangements
- Communicating with applicants about their enrollment status
- Compliance with the BC Private Training Act and Private Training Institutions Regulatory Unit (PTIRU) requirements
- Reporting to StudentAid BC and Employment and Social Development Canada (ESDC) as required
- Internal auditing and quality assurance
4. Consent
By submitting an enrollment application through the portal, you consent to the collection, use, and disclosure of your personal information as described in this policy. Students provide explicit consent by signing the Student Intake Form electronically.
You may withdraw your consent at any time by contacting us, subject to legal or contractual restrictions. Withdrawal of consent may affect our ability to process your enrollment.
5. Disclosure of Information
We may share your personal information with:
- Government of British Columbia: Ministry of Post-Secondary Education and Future Skills, PTIRU, as required under the Private Training Act
- StudentAid BC: For student funding administration
- Employment and Social Development Canada (ESDC): National Student Loans Service Centre, as required for federal student funding
- Authorized College Staff: Admission advisors, financial aid officers, and campus directors involved in your enrollment
- Community Partners: The referring partner who submitted your lead (limited to enrollment status updates)
We do not sell, rent, or trade personal information to third parties for marketing purposes.
6. Data Storage and Security
Personal information is stored securely using:
- Encrypted database hosted on Amazon Web Services (AWS) in Canada (ca-central-1 region)
- SSL/TLS encryption for all data in transit
- Role-based access controls limiting data access to authorized staff only
- Secure file storage (AWS S3) for documents and interview recordings
- Audit logging of all data access and modifications
- Account lockout after 5 failed login attempts
7. Data Retention
Enrollment records are retained for a minimum of 7 years following the end of the student's program, as required by PTIRU regulations. Interview recordings are retained for the duration of the enrollment process plus 2 years. You may request deletion of your data after the applicable retention period by contacting us.
8. Your Rights
Under PIPEDA and PIPA, you have the right to:
- Access your personal information held by us
- Request correction of inaccurate information
- Withdraw consent (subject to legal obligations)
- File a complaint with the Office of the Privacy Commissioner of Canada or the BC Office of the Information and Privacy Commissioner
